Biographical NoteReturn to Top

George H. Boldt was born on December 28, 1903, in Chicago. Boldt came to Montana as a child, graduating from Stevensville High School in 1921. He received his A.B. from the University of Montana (then called the State University of Montana) in 1925 and his LL.B. from the same institution in 1926. He was admitted to the Montana bar in 1926; in Washington in 1928; and in all federal courts, including the Supreme Court. From 1928 to 1945, he was a partner in the Seattle firm of Ballinger, Hutson, and Boldt. From 1945 to 1953, he was a partner in the Tacoma firm of Metzger, Blair, Gardner, and Boldt. He also served as assistant attorney general for the state of Washington in 1940 and 1950. In 1953, he was appointed a judge of the United States District Court for the Western District of Washington. He became chief judge in 1971.

On October 22, 1971, President Nixon appointed Judge Boldt chairman of the newly created Pay Board, an agency established within the Executive Office under the Economic Stabilization Program. The Pay Board was responsible for overseeing pay increases as part of Phase II of the administration's wage and price freeze program (Phase I, a 90-day wage and price freeze, extended from August to November 1971). In Phase II, the Pay Board, together with the Price Commission, worked to meet the anti-inflationary goals set by the Cost of Living Council. Judge Boldt was a trustee of the University of Montana Foundation and a member of various other national judicial and legal organizations. He married Eloise Baird in 1928; they had three children.

Processing Note

The collection was reorganized and fully described in March 1998. Duplicate copies of materials were discarded during reprocessing. Some items were removed during processing and transferred to the archives general photo collection and the Mansfield Library general collection. Detailed descriptions of these materials were not recorded.

Separated Materials

During original processing the following two texts were separated from the collection and transferred to the Mansfield Library general collection: A Treatise On Political Economy: Book 1. 1973, John M. Series III:  Status Reports/Pay Board Proceedings , 1972Return to Top

The series consists of status reports, the contents of which include: approved minutes of Pay Board meetings; status of case inventory, regulations, interpretations, and compliance matters; press releases; summaries of the Cases and Appeals Panel (starting March 3, 1972); and news coverage highlights, weekly Pay Board speakers, and Congressional activities and opinion mail analysis summaries (starting May 30, 1972). From January 17 to March 31, 1972, the status reports include an IRS weekly report with a narrative summary; a section of tables, charts, and maps; and an appendix listing litigation involving wage and price stabilization. Beginning April 3 the IRS report is replaced with a weekly summary from the Cost of Living Council. From January 17, 1972 to May 26, 1972 reports are weekly. Beginning May 30, 1972, reports become bi-weekly and the name changes from Weekly Status Report to Pay Board Proceedings.

This series includes the Weekly Performance Summary (later Weekly Summary) reports of the Economic Stabilization Program, produced by the Office of Operations Review, Cost of Living Council. The reports summarize activities and analyze trends, in graphs, charts, and written summaries regarding inquiries, complaints, requests for exemptions, appeals, and litigation. Except for the first two weeks, which are stapled sheets, the reports are in bound folders. The "weekly" summaries appear every other week between November 10 and November 24, 1972.
