Historical Note

The Office of Human Resources was established in 1971 in the Executive Department to develop, implement, and manage social services for low-income and disadvantaged residents of Seattle. In 1973 it was replaced by the Department of Human Resources. DHR administered family and youth services, housing and community services, human services, and an Office of Education.

The Department of Housing and Human Services was created in 1992, incorporating the operations of the Department of Human Resources with the City housing programs and Block Grant administration from the Department of Community Development.

Content Description

The annual reports for the Department of Human Resources date from 1971 to 1988. The first report (1971-1972) is for the Division on Aging within the Office of Human Resources. Subsequent reports describe activities and accomplishments for each program or service area. Programs include the Division on Aging, Youth Services, Handicapped Services, and P-Patch, among others. Reports highlight the department's aims of serving the poor, homeless, children, youth, elderly, and veterans; promoting efficient energy use; and improving neighborhoods. In addition to narrative descriptions of accomplishments, statistical information is also included in many reports. The 1985 and 1986 reports include short features on Seattle citizens assisted by various programs run by the Department.
