Summary:
The Facilities Services Records document
the physical campus of Oregon State University in Corvallis as well as OSU
facilities throughout the state of Oregon beginning with construction of
the first building on the current campus in 1888. The records consist
predominantly of architectural drawings and files for the design,
construction, and modification to structures.

Facilities Services at Oregon State University is reponsible for
planning, construction, operation, and maintenance of campus facilities
and providing a safe environment for faculty, staff, students, and
visitors.
Until the early 1990s, Facilities Services was known as the Physical
Plant. Until the 1940s, it was common for the head of the physical plant
to also be a faculty member in the School of Engineering.
Gordon V. Skelton, a Professor of Highway Engineering, was
Superintendent of Surveys, Maps, Roads and Walks, and Fire Protection from
1932 until 1940. From the early 1900s until 1932, he functioned in this
role as Chair of the Department of Civil Engineering.
Mark Clyde Phillips, an Associate Professor of Mechanical Engineering,
served as Superintendent of Heating from 1910 to 1933 and 1940-1947; he
was Superintendent of the Physical Plant from 1933 to 1940. Louis N.
Traver served as General Superintendent of the Physical Plant from 1940 to
1947, when Richard A. Adams was appointed to the post. Adams held the
position until his retirement at the end of 1971. Subsequent Directors
were Everett H. Lillig (1971-1981) and Howard A. Wells, Jr. (1981-1988);
and Kathleen Mulligan (1988-1999).
Prior to 1932, there were individual superintendents for heating,
buildings, campus and greenhouses, light and power, and plumbing and no
general superintendent or head of the Physical Plant.
Content Description
The Facilities Services Records provide in-depth documentation of the
physical campus of Oregon State University in Corvallis and OSU facilities
throughout the state of Oregon. The records include architectural drawings
and plans for structures used in teaching, research, and administration;
athletic events; and student housing and dining.
Documentation of the design and construction of major buildings, major
renovations, and minor remodeling projects are available in several series
and include building specifications, contracts, project manuals, and
agreements with architects and engineers. Information about major campus
systems, such as electrical, plumbing, fire protection, and heating, are
also included. For new construction and major renovations, records of
proposals for the Percent for Art public art program are available.
The records include documentation of campus planning; capital
expenditures and funding; policies and procedures; land acquisition and
ownership; space use; and planning, transportation projects, and other
development for the City of Corvallis.
In addition to architectural drawings and plans for individual
structures and campus-wide systems, the records include book plans;
campus, farm, and property maps; and aerial photographs. The records
include plans by numerous architects and designers including John V.
Bennes; the Olmsted Brothers; Charles H. Burgraff; Lee Thomas; Burns,
Bear, McNeil, Schneider, Bloodworth, and Hawes; Hewlett and Jamison; and
Jeppsen and Miller.
The bulk of the records pertain to facilities on the OSU campus in
Corvallis. However, materials pertaining to facilities at other locations
are also available, including Camp Adair and Adair Village; United States
Department of Agriculture buildings at the H.J. Andrews Experimental
Forest; and research vessels, docks, and buildings at the the Hatfield
Marine Science Center in Newport.
The Gordon V. Skelton correspondence in Series X includes materials
pertaining to Skelton's role as chair of the Civil Engineering Department,
including curriculum, graduate programs, and interactions with the Dean of
Engineering and other campus administrators.

Detailed Description of the Collection
Series I: Architectural Drawings and
Plans, 1901-1999, (bulk
1928-1991)
Series I consists of architectural drawings and plans for construction
of or major modifications to most structures on the Corvallis campus and
for many at other OSU locations throughout the state. They include
facilities used for teaching, research, administration, athletic events,
and student housing and dining. This series also include plans for
buildings constructed by the United States Department of Agriculture
(USDA); projects pertaining to campus-wide systems or multiple buildings;
structures at Camp Adair and Adair Village; research vessels; and
buildings for which plans were prepared but were not constructed. The
lists of building plans typically use the current name of OSU
buildings.
These plans are for construction of or major modifications to more than
a hundred individual structures on the Corvallis campus and at other OSU
locations in Oregon. They include facilities used for teaching, research,
administration, and athletic events. A plan-level list with building name,
plan title, date, architect, and number of sheets is available
online.
The Student Housing plans are for student housing and dining
structures. They include plans for Arnold Dining Hall and Bloss and Finley
Residence Halls; Buxton, Cauthorn, Hawley, and Poling Halls; Azalea House;
College Inn; Heckart and Reed Lodges; the Housing Service Building;
Married Student Housing; Sackett, Snell, and Weatherford Halls; and the
West Hall Dormitory and Cafeteria. Plans for several structures that were
not built are also included. A plan-level list with building name, plan
title, date, architect, and number of sheets is available
online.
The USDA Buildings plans are for structures on the Oregon State
University Corvallis campus or other properties that were constructed by
the United States Department of Agriculture (USDA) for its research units.
They include plans for the Forestry Sciences Laboratory, the National
Forage Seed Production Research Center, and the Ornamental Plans Research
Facility on the Corvallis campus as well as plans for the administrative
site at the H.J. Andrews Experimental Forest near Blue River, Oregon, in
the central Cascade Range. A list of the USDA Buildings plans is available
online.
Plans that document projects that pertain to campus-wide systems or
multiple buildings are included in this subseries. These include plans for
electrical systems, fire alarm systems, handicapped accessibility and
safety deficiency corrections, parking lots, roofs, sidewalks and streets,
subsurface investiagions, underground fuel tank removal, utility tunnels,
and water systems. A list of the Campus Wide plans is available
online.
Plans pertaining to the utility tunnels are described by plan title; all
other plans are described at the folder-level with the range of dates of
the contents of each folder.
The Camp Adair (Adair Village) plans consist of plans for structures
used by Oregon State College from the end of World War II (1946) through
the late 1970s as well as maps of the camp and village.

These plans are for buildings and structures that were not constructed.
They include a proposed agricultural engineering bulding (1953), an
agricultural sciences and continuing education complex (1969), a
biological science building (1930), family living center (1962),
Oceanography III building (1975), Navy ROTC building (1945), and a
research laboratory building (1945). In some cases, they represent
proposed buildings for which approval or funding was not received. Plans
for student housing structures that were not built are in the Student
Housing subseries. A list of these Not Built plans is available

the list provides building name, plan title, date, architect, and number
of sheets.
Series II: Building Project Files, 1938-2002, (bulk

The building project files document the construction, renovation, and
maintenance of various OSU buildings and include building specifications,
contracts, correspondence, project manuals, progress reports, contract
insurance reports, agreements with architects and engineers, contract
proposals, and statements of qualifications. Structural repair and
maintenance projects are also described in this series and cover
insulation installation, re-roofing, and HVAC system management.
Architectural drawings and plans have been separated to Series I. Records
documenting the selection and installation of artwork funded by the
Percent for Art public art program are also included in this series. The
series includes photographs (indicated below). This series includes
records pertaining to capital construction projects.

campus planning, proposed structures, campus traffic flow, building
accessibility for the disabled, and planning reports by the City of
Corvallis. Building specifications for the construction of numerous campus
buildings in the 1950s through 1970s are included, such as the residence
halls, Cordley Hall, Dixon Recreation Center, Kerr Library, Nash Hall,
Peavy Hall, the Radiation Center, Rogers Hall, Snell Hall, the Veterinary
Medicine teaching hospital, Weniger Hall, and Wilkinson Hall. The series
also includes specifications for several structures completed in the 1920s
and 1940s, such the Dairy, Horse, and Sheep Barns; Covell Hall, Gill
Coliseum, and Sackett Hall. This series includes the 1909 campus plan by
the Olmsted Brothers landscape architects.

of campus building space broken down by room. In addition to recording
room function (e.g. office, classroom, laboratory, or conference room) and
use (e.g. graduate/undergraduate instruction, public service, or staff
accommodation), the ledger entries give net usable space, room capacity,
and department jurisdiction. An alphabetical index in included as well as
a three-page summary of department space use for 1964.
The Staff Meeting Minutes include reports of weekly department heads
meetings and less-frequent all staff meetings. They provide detailed
information and updates on major consruction projects as well as minor
modifications that are underway and on the general administration and
functioning of Facilities Services.
The time books are for laborers who worked on walkways, roads, sewers,
ditches, and other projects on campus. Much of the work was supervised by
Gordon V. Skelton, Professor of Highway Engineering and Superintendent of
Surveys, Maps, Roads and Walks, and Fire Protection.
